What is shifting

Rules move product by product, and the manual is going digital.

India withdrew an omnibus safety order, the EU rewrote its machinery and data rules, and carbon is now priced at the border. Each shift names what it demands, with a fact you can check.

    SignalOn 14 January 2026 the Ministry of Heavy Industries rescinded its omnibus machinery and electrical equipment safety order of August 2024, with immediate effect.

  2. In the EU, the manual is allowed to go digital.

    BIS quality control orders, product by product

    Products under a quality control order need BIS certification and the Standard Mark before sale or import; the omnibus machinery and electrical equipment order was rescinded in January 2026, so each product’s status is checked on its own.

    EU Machinery Regulation

    Applies from 20 January 2027 in place of the Machinery Directive; instructions may be digital if they stay online for the machine’s life and at least ten years, can be printed, and are given on paper free of charge on request.

    EU carbon border adjustment mechanism

    Importers of covered steel, aluminium, cement and fertiliser goods pay for embedded emissions from 1 January 2026; a 50-tonne yearly threshold exempts small importers, and certificates are sold from 1 February 2027.

    Connected products placed on the market after 12 September 2026 must be designed so users can reach the data they generate, easily and free of charge, and buyers are told before purchase what data the product generates.

    Leads, warranty registrations and service records from dealers and portals are personal data: consent per purpose, security safeguards and breach reporting, from 13 May 2027.

    Makers of products with digital elements, including connected machines and controllers, report actively exploited vulnerabilities within 24 hours from 11 September 2026; the security requirements apply from 11 December 2027.

    The 2026 Digital Omnibus moved AI that is a safety component of machinery into the Machinery Regulation, which is to gain AI health and safety requirements by delegated acts applying by 2 August 2028.

Q.01Do our machines still need BIS certification?

It depends on the product. The omnibus machinery and electrical equipment order was rescinded in January 2026, but many products remain under their own quality control orders. We build a register per product family; your compliance team confirms each entry.

Q.02Can our manuals go digital in the EU?

From 20 January 2027 the Machinery Regulation allows it: instructions must stay online for the machine’s life and at least ten years, be printable and downloadable, and be given on paper free of charge if a buyer asks at purchase. We design the digital manual and the link to it from the machine.

Q.03Do you work with dealers and distributors?
